How could TIS-620 ( Thai charset ) will be added to upstream source tree?

Who or where should I request?

Is it actually used a lot on IRC by Thai users? Wouldn't they normally use UTF-8 instead?

Every Thai speaking channel has used TIS-620 for more than 10 years.
They has used mirc, pirch and etc. Nowaday, we have to tell almost
every linux newbie how to use TIS-620 with x-chat.
Moreover, in the local distro - LinuxTLE, TIS-620 has been added to xchat menu. However, some people ,including me enjoy using Ubuntu, Mandriva, Mac OS X and etc than the local distro.

Unicode supports every langauge that is in the list of xchat menu, doesn't it?
I guess that the reason for Thai language is similar. Even the number of
Thai speaking channel is not as much as English, Chinese, Arabic and etc
but it must be much enough for adding TIS-620 to the list. Smile
